Sept. 5, 2012 – Whistleblower provides UK media and the TCI Journal with copy of healthcare contract
At the end of July 2012, a whistleblower provided the TCI Journal and several tier-one UK newspapers and electronic media copies of the healthcare contract; a contract which not only obligated the people of the TCI to horrendous payments over 25 years for their hospitals, but also a contract that the public has been denied copies of.
An associate of the Journal provided a copy, also at the end of July, to certain political figures who then apparently forwarded it to the Caribbean Net News, which has subsequently published the contract.
Three years ago the TCI Journal was contacted by a former senior executive of Johnston International Ltd, JIL, the builder of the hospitals, that he was in the room when Allan Forrest, CEO of JIL, gave instructions to transfer multi-million dollar properties to various government ministers in exchange for getting the hospitals construction contract. There was not an iota of doubt with this senior executive that this was a discrete quid pro quo associated with getting the hospitals contract.
Subsequently other whistleblowers have provided the TCI Journal with copies of multiple faxes sent by Allan Forrest to various prominent individuals in both Britain and the TCI. The faxes paint a picture of a coordinated effort by multiple individuals to manipulate and defraud the TCI on multiple fronts; hospitals, land stamp duty, airports, etc. .
Undoubted the tier-one UK media is already doing its own research on this outrageous contract, as undoubted this is a major focus of attention for the Special Investigation and Prosecution Team, SIPT.
However, over the next few weeks in order to build pressure on Colin Roberts, Director of the Overseas Territories at the Foreign and Commonwealth Office, FCO, to act, the TCI Journal will provide analysis of various components of the contract and seek to point to areas that demand clarification and transparency, as well as ways that the contract can be set aside.
We will also seek to provide perspectives on alternative policy initiatives that can address the crises in healthcare in the Turks and Caicos Islands.
